Need to scroll text horizontally along the bottom of the screen while a video
plays.

First, a video will always be on top. You will need your scrolling text to
be positioned below the active video area.
Create a text box with your text formatted as desired. Position text at
height desired. Move text box to the left off the slide area. Animate with a
FLY IN, FROM RIGHT and if needed set to repeat and slow down even more in
the advanced animation timeline (PPT 2002+).
