How do I create a form template (or .OST file)?

All I want to do is create a custom auto-response message to go out to
everyone who emails me. I understand that I have to use the rules wizard but
I am stumped on how to 'create' a template. When I go into design a form (to
create an .OST file which I can then use in the rules wizard) it opens up a
new mail in HTML format and I have no freakin idea how to edit text in any
of the fields. All I want to do is type a 4 line message but all this editor
allows me to do is move around the WHOLE message field.
I really didn't think it would be this hard...LOL
Thanks.

Just simply while in your Inbox, goto File/New Mail Message. Type your
subject and body as you would a normal email. When you goto save it, select
Save As then select .OFT in the Save As Type drop-down box. The easiest way
to re-edit this is to use the find feature, open it, edit it and save it.
Now you have a template file that you can use as an Out of Office or Reply
or whatever. Cheers!

When I try and save it there is no option for .OFT file in the Save As
drop-down. I have options like Word Doc, Web Page, Rich Text, and all the
different Word and WordPerfect formats but no .OFT. Do you know how I can
add this feature?
Thanks...
