On XP, how do I create a "Folder" object?

By "Folder" object I mean an object which links to a target folder
which would be located elsewhere. It does not actually contain any
files except for two hidden files called target.lnk and desktop.ini.

(I do not mean a "File Folder" object whichis something which would
usually contains data files.)

The easiest way is to open your start menu folder, then right-click and drag the target folder into it. When you release the mouse button, choose "create shortcut here". You can then move the Folder object to wherever you like.
