how do i create a file association to view a powerpoint presentat

Right click on the presentation and select "Open With" and then select the
viewer. There will be a check box that asks if you always want to open this
type of file with this application. Check it if desired.

I downloaded powerpoint viewer but need to create a file association to see
it.

First off, did you run the program you downloaded? That's what actually
installs the viewer; one of the steps the installer does is creating the file
association. You shouldn't need to create one.
