How do I create a Domain for a LAN?

I currently have two networks setup as workgroups using Server 2000/2003. I have 25 XP Pro workstations on the Server 2000 LAN and 40 XP Pro workstations on Server 2003. They are at differnt locations with different ISPs. The Server 2000 is in a school where the district is the ISP and the Server 2003 LAN is at a location using the cable provider as the ISP. I know I have to create seperate domains. What do I need to do?
 
This is a loaded question. First you may even need to create separate
forests depending on the way in which you plan to connect the two locations.
If they both have dedicated access to the Internet, but not directly to each
other, you will have to do all of your Directory Replication across a VPN
tunnel We have customers doing this without issues, but you will need to
take into consideration connectivity bandwidth. There are a lot of factors
to consider in a design such as this, but the biggest factor being how you
plan to connect the two sites. Can you please provide more information on
this?

Why do you want to create domaims in the first palace and why do you think you need
to create two domains. What goals are you trying to achieve? --- Steve
