How do I create a chart that plots along both x and y axis?

When I select an x,y chart it puts two data series down instead of one that utilizes the x and y data. Here is the data

Low Low Mid Mid High Hig
Personnel (x) 3.1 3.87 4.95 7.1
Unplanned Unavailability (y) 7.4 6.94 9.79 8.0

You're confusing Excel with your Low-Mid-High labels. Select just the
two rows with X and Y data, run the chart wizard, and choose an XY
Scatter chart (not a Line chart). If you want to put the labels next to
the points in the chart, download one of these free addins, which can
apply labels from the worksheet to data points in a chart:
