Sure it is, at least in OL 2003. AutoCorrect, either in the Outlook
built-in editor or in Word, can to it.

I don't use HTML, but it sure works for Plain Text and Rich Text when
using the built-in editor.
It also doesn't work with word when using Plain- or Rich-Text.

Beats me. I use English Outlook and when I click
Tools>Options>Spelling>AutoCorrect and check "Replace text as you type", I
can put in the left hand "Replace" field and ☺ in the right-hand "With"
field and Outlook's editor does the replacement in both Plain Text and Rich
Text.
Perhaps you didn't scroll down far enough
or perhaps I added the replacement myself
