How do I control user access?

I would like to restrict certain users from accessing my
Internet connection. Can I somewhere define a group to be
the only group allowed to use a certain network interface?
 
Are you using RRAS to provide remote access to the users? Do you want some
users to be able to access the shared resources and the internet connection
and the other users to be able to access only the shared folders and not the
internet connection?

Could you clarify more on your requirement?
 
I use only the router part of RAS so my question does not
relate to remote access.
My network is divided in three subnets, one of the subnets
connected only to a firewall and then to the internet. I
use a W2000 server as a domain controller and a router
between the three subnets.
Now, the tricky part: I would like, based on access
groups, allow or deny the routing between the internet
subnet and the two other subnets. Is that possible and how
do I do? I started to look at QoS but it doesn't seem to
be the answer...

You cannot configure routing based on user but can prevent traffic from a
subnet reaching another subnet by using filters.
