How do I control my kid?

I'd like to know how I can stop my 4 year old from changing the settings on
my PC. He clicks things randomly chaging things like resolution. Is there a
way of password protecting that?

Password protect your account, make sure when the system is unattended and
the screen saver comes on that it requires a password to return to the
desktop; that is the system's default setting. If you aren't set as such,
open Control Panel, open Display, go to the Screen Saver tab, be sure "On
resume, use welcome screen" is selected, click apply.

Then create a limited user account for your child as the only account your
child can use to do anything on the computer.
 
Password protect the BIOS so the kid can't even turn the computer on.
