How do I change the maximum file size received as an attachment?

Ask in the body of the message. I'm not sure I understand the question. Do
you mean you want to limit the size of the file Outlook should receive?
 
I would like to receive files that are about 12mb but for some reason they
are rejected by my mailbox. I was thinking they were being blocked due to
the size of the file attached.

What type of server hosts your mailbox? What type of account are you using?
What version of Outlook? How do you know the messages are being rejected?
