How do I change the default in Open Dialog Box to "all files"?

We are using Microsoft Office 2007. We would like the Open Dialog Box to
default to "All files" in both Excel and Word. We have a lot of people using
saving documents and different places and often have trouble finding the
files later when no one remembers what format they were created in. How do I
change the default to "All Files"?
 
Unless you have some script running when you start Word, it should default
to the last previous setting in the dialog.
