How do I change meeting responses?

Decline is such a harsh word to send to email recipients who invite me to
meetings. Is there a way to change the word "Decline" to "Unable to Attend"
automatically, without having to type it in all the time?

No. (You could use autocomplete , autotext or quickparts to make the
typing easier.)
