how do i change language on windows 98 program

How do i change the language on my windows 98 hard drive and i cannot
understand any of the menu's. I need to restore my windows 98 program back to
it's default English version in order to use it.
 
You need to ask in a Windows 98 newsgroup, as this is not related to
FrontPage.
