how do i change fat 32 to a ntsc drive

i have a fat 32 drive with 8gb want to make it into ntsc
or whatever its called
please tell me how

Greetings --

"NTSC" is the television signal broadcast format used in the US
and Canada, so I'm going to assume you mean NTFS.

You can safely convert your hard drive to NTFS whenever desired.
As always when performing any serious changes, back up any important
data before proceeding, just in case. A little advance preparation is
also strongly recommended, so you can avoid any performance hits
caused by the default cluster size:
