Is there a way to make Windows XP start my mIRC program when certain
programs are run? That is I want to associate "irc://mychat.irc.net"
with mIRC the way "http://www.mysite.com" is associated with the
browser, so that when I double-click "irc://mychat.irc.net" mIRC
starts up.
Is this possible in WinXP? I know it is in W2k3 server because it
works that way by default.

It is that way by default in XP also. Install latest mirc, then copy your
script folder on top of it, replacing all files. That will keep your script
intact.

I did that, and my version of mIRC is 6.12, and it still gives me an
error when I try to run "irc://mychat.irc.net" from the command line.
