how do I allow html links in outlook

How do I specifically allow links inside an email message to work?
For instance, a known company sends an email with a click "here" message.
I want to clcik on the link and be taken to that web page, but instead, I
get a dialog box open with a header name of "locate link browser".
I am guessing that there is a security setting preventing me from clicking
on links?
