how do I allow File up-load on Frontpage 2003

I am using front page 2003. I have a form page that I would like to allow
people to upload pictures. In going through the normal steps on creating this
field it says to check the box allowing anonymous users to upload. The boxes
are dimed and can not be clicked on.

Must be done on the online server in FP and your host must support it
