How do I address my emails with semi colons instead of commas?

I have tried to send emails that are already separated by commas, but when I
try to send it I am asked to change it to a semi colon. How do I change the
setting?
 
The setting is here on 2007 (probably also on older versions - you forgot to

It is Outlook 2003.

Should've been mentioned on the first post instead of letting everyone guess
what you have.

OL2003 (same location): Tools | Options | Email Options | Advanced Email -
allow comma as address separator.
