Assuming that you have no policy setup for the user on the Active
Directory, then you can simply create the new user on the domain
controller, login to the computer as the administrator, select
Start -> Control Panel -> System and select the User Profiles tab.
Then use the "Copy To" function to copy the user settings from old
user to new user.
