How do i add a layer when it's not an option

Before it was an option to add a layer but it's not anymore

i have crated my website out of pictures from photoshop and i wanted to add
a layer onto the picture so i could add a picture gallery in the center of
the photo

wheni go to insers and see layer but it's grayed out and not an option : (
please help!!!
