how do i access .exe file not allowed due to windows security

I need to access access a 16-bit subsystem fix - xp .exe so that I can run
certain dos programs. However, when i try to access it i have a pop-up (error
message)from windows security that the file is blocked beacuse it could be
malignant. How do I a) access the file, or b) turn off the security or c)
find a different solution to my problem. My computor has XP with SP2 and
everything seems to be up-to-date. I even tried accessing the file with my
virus checker off but it is clearly a windows security problem. Please
someone help me... I need to use this file to access a program for uni!!!

When you right click the file and select properties is there a box that says
"Unblock" in there? If so try ticking it and seeing if that then allows you
to access the file.

Thanks Galen, THAT WORKED!!! I had been trying to access it after I
unzippedd it - and nothing cmae up - but then i tried right clicking it while
it was still zipped and there was the unblock!! Thank-you so much!!! :D
