how come send and receive arent automatic?

I just set up Office 2003/Student-Teacher. In my old Outlook the send/receive
function automatically started when I opened Outlook;now I have to click the
send/receive button. Any help?
 
Tools->options->mail setup->send/receive->ensure you have set an automatic
send/receive interval of no less than 10 minutes.
