How come Auto Hide favorites doesn't work?

Anybody know why the Auto Hide setting in Internet explorer
full-screen mode unsets itself after the browser is closed?

I'm sure it was an update or software install because it was working
a week ago.

FWIW I have only ever seen that behaviour on Win9x.
Never on NTx.
