How can you change priority of contact list displays

When you have a company contact list (long list) and you have a contact list
set up with just the folks you want to e-mail, how do you change it so that
your short list will display first when you click on "To" in a new message?

In the Standard toolbar of Outlook, click the Address Book icon. When that
window opens, click Tools>Options and set the order there.

I have tried doing this, but the re-ordering has no effect. Is there
another setting or configuration that needs to be set up?

I am on Outlook 2007.

Yes I have tried this and 'search address book' continues to search contacts
first regardless of what I select.

I am trying to search a microsoft dynamics crm contact list which is in
outlook.

Any help would be much appreciated.

CRM is listed first in the bottom field? If so, then it may be a limitation
of CRM.
