How can someone without permission view another's calendar?

We are using Office 2003 and Office 2000 within the company. I've tested out
viewing other people's calendars and making changes to them but I'm not
listed in the permissions. How can that be and is there a way to change that?

Change what? That you're not listed in the permissions? The folder owner needs to add you, on the folder's Properties dialog.

I'm sorry. I wasn't clear was I?

I'm not listed in the permissions but yet I'm able to look at their
calendar, edit their appointments, and make appointments on their calendar.
We would like to make sure that only people with permission are able to do
that. I'm not sure why I'm able to do that, and even look at the permissions
of this calendar, without having permission to do so.

The symptoms suggest that you have Full Control accesss on that mailbox's Calendar folder. Ask the administrator to check permissions in Active Ddirectory Users & Computers.

Also check whether they have set the Default permission to something other
than "none" in their folder. I see that happen a lot.
