how can is send a fax in the window vista?

is windows vista capable to send and receive faxes. I do have a modem in my
pc.

Windows Fax comes only with the Ultimate and Business editions of Vista.
Fax does not come with Basic or Home Premium.
There is a third party program that can be used, but it is not free:
