How can i stop Users From Download

How can i stop users from downloading onto the computer,
I have used the GPO to restrict users from downloading
onto the computers, still they can download onto the
desktop.

1. How can stop users from any download

2. How can i disable/make the desktop disappear from the
common open file dialog windows(COFD), because its thru
the COFD that Users have a chance to download to the
desktop

A loaded .45 next to the computer should do it. A sign such as
"If you can outrun a speeding bullet, mess with this computer!"
