How can I stop IE from starting automatically

When I login to Windows 2000 Professional (Sp4), IE starts
and loads c:\winnt\system32. I can't find out how to stop
this from happening - there is nothing in the startup
group.

I have also read
http://www.microsoft.com/enable/training/windows2000/startp
rograms.aspx but this is no help.
