Got a new PC...needed to archive and export contact lists and messages and
place them on a network drive til further use. When I imported the contact
list, all contacts were there but ALL distribution lists existed without any
members/contacts in them. EMPTY......how can I retrieve them.........? HELP

What file format did you export to? Why didn't you just copy your entire
..pst file?

I have had this issue as well. I am running Outlook 2000 on Windows XP
machines, both fully updated and patched. I exported the entire Personal
Folder (i.e. Contacts, Calendar, Inbox, Outbox, Drafts, etc.) to a PST file,
making sure to check the "Included subfolders." After exporting, I would
open the PST file and all of the distribution lists are empty. Any ideas on
how to fix this?

As you will find by reading the many posts here, a lot of data does not
survive exporting. DL's are among them. Exporting is never the recommended
way to transfer Contact data.
Copy and reuse PST files, do not export them.
