How can I restrict a user from using USB device?

I want to restrict a user of a Windows XP machine from using USB device but
allow him to install application on that machine. How to setup such user?

You may be able to do this with a policy -or- you may want to look into
something like this from GFI software: http://www.gfi.com/lanpsc/ There is
a free eval copy for download.
