how can i repair my office 2003 OUTLOOK backup (.pst) function?

whenever my office 2003 outlook1 reminds me to backup my personals folders
(not the archive folders--why is that?) i say ok. i get the error message
that tells me that the file is being used by another process.

this happens every time i try to use the .pst backup function! even when
not one other program is open or functioning or active. the only ones that i
allow to keep open are norton antivirus 2005 and microsoft antispyware.

this has been happening ever since i installed office 2003.

please help me utilize this function.

I suspect something isn't allowing Outlook to close completely. You can
verify by looking on the Processes tab of Task Manager. If it's the case,
