How can I recover an accidentally deleted program

Help ! I've accidentally deleted my Recycle Bin. How can I find it and/or
reinstall it ?
 
Right click blank area of desktop
Personalize
Change desktop icons (left pane)
Under Desktop icons, check Recycle Bin
