How can I prevent user from moving my files from the server?

Is there any function available in Windows 2000 server
that enables me to block user from moving the files
located in the server?

About the best you can do is make sure that they users do not have modify
ntfs permissions to shares if they do not need it for deleting files and
that only proper users/groups have any access at all. See the links below
