Until I upgraded to XP and IE6 I have always been able to have more than one
IE window open at once.
They would be minimized to the task bar.
Now with XP and IE6 when I attempt to open an additional IE window, it just
changes the url in the one
window that is open. How do I configure it so that I can regain multiple
open IE windows?

Right click on the taskbar, and click properties.
Uncheck "Group similar taskbar buttons" if you haven't
already.

In IE> Tools> Internet Options> Advanced uncheck "Reuse windows for
launching shortcuts."

Also, do you have pop-up blocker running?

Go to Tools | Internet Options | Advanced.
Uncheck "Reuse windows for launching shortcuts".
