How can I open a Word file from Outlook 2007?

Outlook 07 converter from Outlook 03

In Outlook 2003, ctrl+O would open a Word session and the file, and allow you
to select and drop text into an email message. No such menus in Outlook 2003
I can find--where might it be hiding?
 
Office 2007 doesnt actually use Word07 as its email editor

Well, yes it does, although it's not full-blown Word. It's still Word at
heart, however.
