How can I get the page tabs to show in the editing window of FP 20

Hi!
A friend of mine recently had to reinstall FP 2003 because of a hard drive
failure. After reinstalling the software, the tabs that are usually visable
at the top of the editing window in FP were gone -- the ones that allow you
to move through several open pages by simply clicking on the tabs.

I thought perhaps this was a views or preferences setting, but for the life
of me, I cannot find it, nor tell him how to fix it.

Can anyone help?

Does your friend actually have a web open first, before trying to view
pages?

Yes, my friend does have a web open -- in fact, that's how he noticed that
FP was behaving differently than before his hard drive choked.

This friend of mine is good with computers -- he edits his own websites
after I design them. I didn't think there was setting or preference in Front
Page that controls these page tabs -- is there?
