How can I get the fp30wel.dll file for my FrontPage?

I want to work with Front Page to set up my web site but have lost this file.
How can I get a copy? Does Publisher also work in html?

fp30wel.dll is a FrontPage 98 extensions file.
Which version of FrontPage and FrontPage extensions are you using??
