How can I get local accounts on domain controller?

Hi, having problems with my DC. It never sees the domain for some
reason, so I cannot login the domain.

I am just wanting to know why I cannot have local users on the domain
controller? How can I get it so that I can use a local user? When it
does get the domain, if I look at manage, it says I can't have any.

It is not possible to have local accounts on a DC. It hosts the domain
accounts in the place of a local database. If you need the ability to login
to a server locally, it can't be a DC. It sounds like you've got a bigger
issue and I'm wondering if it might be related to DNS issues. The DC (if
it's the only one) should probably be hosting a DNS zone for your domain and
pointing to itself for DNS resolution.

If you can't login to the domain, it's most likely because it can't find a
DC, typically with DNS lookup failures. Once you have DNS clean, you should
be able to login to the server. You'll probably have to make the DNS
changes in AD Restore mode since you can't get logged in from a normal boot.
When booting the server, press F8 and choose Active Directory Restore Mode
then make sure DNS is configured to host the local zone and that the TCP/IP
settings for the LAN connection point to the local IP address of the DC
itself.
 
Thanks for helping. The problem was the machine was rebuilding and it
needed to complete its rebuilding before it would join the domain. It
was booting into a "pristine" copy of the operating system to build the
drives again. Thank you again. Dell Powervault 725N if anyone needs
this in the future.
