how can i format hard drive in xp

The answer would depend upon _which_ hard drive you're trying to
format.

If you want to format the drive on which WinXP is installed,
simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of
boot devices in the PC's BIOS to boot from the CD.)

If you want to format an additional hard drive that you have
installed in your PC, simply double-click My Computer, right-click on
the desired drive, and select "Format."

Different person here, but I have the same problem. But the CD won't boot on the restart. I keep seeing that solution all over the place, but nothing happens on my Windows 98 computer. We're trying to just wipe out my internal hard drive, and install XP with New install, but have had no luck. We copied all our info to an external hard drive, and are trying to format the internal one. Thanks

Have you followed the PC manufacturer's instructions for setting
the BIOS to allow the PC to be booted from a CD?
