How can I format a low density diskette using Windows XP. I can do it using windows 98.

Do you mean a 720KB 3.5 diskette? From a command prompt window,
issue the command

format a: /F:720
 
It depends on the size of the diskette.
For a 360k diskette, type FORMAT A: /F:360 /
For a 720k diskette, type FORMAT A: /F:720 /
Normal 1.4 diskette, type FORMAT A: /U
For a double/extended diskette, type FORMAT A: /F:1440 /
The /U forces an unconditional format.
