how can i edit the positioning of the balloon comment in a microsoft word
file ?

What you can do is adjust the space reserved for the balloons in the margin.
In Word 2007, on the Review tab, click Track Changes, and then click Change
Tracking Options. Change the "Preferred width" setting.
