In the Customize dialog, on the Commands tab, scroll down to Built-in Menus
category, select Tools, and drag it to your menu bar.
Obviously, you will not be able to open Customize from the Tools menu, but
there are numerous other ways to access it:
1. Double-click on the unused area of any toolbar.
2. Right-click on any toolbar or the Menu Bar and choose Customize.
3. Choose View | Toolbars | Customize.
4. Click the arrow at the end of any toolbar; choose Add or Remove Buttons,
then Customize.
