How can I disable users from accessing Hotmail.com

You could create a primary zone on your server and not add any records to
it. However, propabably a better approach is to block specific services and
names via your firewall (depending on your firewall.)
 
How can I disable users from accessing Hotmail.com

Is there a policy setting or some other method on my Win
2K server to disable all users regardless of their WS O/S
software to disable the access to hotmail.com?

Could maybe try to create a homail.com zone, along with a hotmail.msn.com
zone and give it a fake IP. Have to test that to see if it will work.

No, unless your Windows NT 2000 Server machine is the one that routes all IP
traffic between your LAN and the rest of Internet (which is not very likely).
