How can I disable a user keyboard?

Is there any local security Policy settings or registry settings that I can
use to disable the keyboard of a user or group after they logon, while
allowing them to use the mouse and launch software?

Maybe you should focus on *why* you don't want a user to type something.
There's probably a better solution to the source of your issue.

For me, a disabled keyboard would be no challenge, because it can probably
be enabled right away, or I can just launch an onscreen keyboard.
