How Can I Create CSS Menus Easily?

Frontpage doesn't seem to create great looking CSS-type menus.
I would like a menu system similar to this site: http://www.prmavern.com
which are all text based navigation.

Is there a simple way to do this in Frontpage, with an addin perhaps, or is
there a 3rd party tool that can accomplish this sort of navigation design?
