Is the old PC still operational and does it contain your Outlook contacts?
If so, export the contacts to a CSV file and see if Windows Mail will import
that.

How do you create a csv file todo this? I would like to try.

In Outlook, click File>Import and Export>Export to a file and choose "comma
separated values".
