You need to perform an clean *unattended* install to do this.

Cannot move or rename the Documents and Settings folder

nLite has options that allow you to place the "Documents and Settings"
folder where ever you would like and create an unattended installation CD
for you.

nLite 1.0 RC1

There are other ways of making an unattended installation but I find nLite
is really easy.

You can also change the location and/or name of the "Documents and
Settings" folder on a running Windows Installation.
I used this description on how to do it:
http://www.winfaq.de/faq_html/tip1912.htm
It's in german, so not very helpful if you don't speak the language, but
I am sure you'll find plenty of other sites with similar information in
english.

Right click on "My Document" then select Properties from the context menu.
One of the buttons is labeled "Move". Click on this to select a new target
for My Documents.

Hi de Graff,

That would move the "My Documents" folder. Whereas, Daniel needs to move the
"Documents and Settings" folder.
