How can i block users from accessing the internet?

If you set a group up in your group policy editor that only
contains the users that you want to have access to the
internet, then go to the permissions on IE and remove all
user groups except the admin and the user group that you
just created that should take care of the problem.

Yep, unless they have access to Netscape, Opera, etc.

A more effective alternative would be to use a Windows-aware proxt, such as
ISA.
 
but if he is only trying to deny IE service to certain
individuals then using the .com .edu etc. etc. would defeat
the purpose by blocking ALL ie traffic including, YES the
admin account.
 
Maybe this will clear up some confusion. I do apricate
the help!

My customer would only like a single user to access the
internet on this workstation. When another user logs on
this workstation, the customer would like the internet to
be blocked.
