How can I add a 3rd axis to my chart?

I want to add a third (tertiary) Y axis to my cart, but don't know how to.

I have seen many references to
http://peltiertech.com/Excel/Charts/TertiaryAxis.html which apparently used
to show how to do this, but now doesn't, instead this now extoles the
virtues of other ways of showing the same thing. Despite the arguments
against I want to add a 3rd Y axis to my chart. All 3 Y Axes will the same
scale and units, which I think overcomes some of the arguments against using
multiple axis.

Can anyone tell me or point me at a resource that tells me how to add a 3rd
Y axis to an existing MS Excel 2007 chart?

As I said I have seen Jon's pages, but despite his well reasoned arguments I
would like to add a 3rd axis.

I'm sure I saw this in Excel at one point but I didn't need it then, so I
didn't make a note of it.

How can I add a 3rd axis to my MS Excel 2007 chart?

Note, unlike Jon's panel chart all 3 axis will share a common units and
scale.
 
As I said the technique Jon used to have published is exactly the same
technique used to create dummy axis on the panel charts.

You have to use a dummy series to draw the line and data labels to
provide the labeling of the axis.
