Take a look at installing the Support Tools on all of
your servers ( Domain Controllers, Member Servers,
everything! ). The Support Tools are located on both the
WIN2000 Server CD as well as the WIN2000 Service Pack
CD. The Support Tools from the Service Pack CD would be
the better option if available.

Once you have installed the Support Tools a bunch of
really nice tools are available. With some of these
tools you can determine what server holds which of the
FSMO Roles and if they are reachable....

This will show you how either to transfer ( probably what
you want ) or to seize ( in the case of a DC that went
down in a not so graceful manner ).
